The 12 District Advisory Councils for Participation and Integration and the State Advisory Council for Participation are enshrined in the Act to Promote Participation in the Migration Society of the State of Berlin—Participation Act—PartMigg. PartMigG was passed in its amended version on June 17, 2021 and is also known as the “Open Door Act”. It regulates binding measures to promote administrative and economic diversity as well as the political participation of people with a history of migration.

Only with the amended PartMigg will the districts be required to set up advisory boards and provide funding for the office of the advisory boards. They are enshrined in law in §19 PartMigG. The advisory boards should advise and support the district on all issues of participation, integration and equal participation of people with a history of migration. PartMigg also strengthens the networking of district advisory boards with each other and with the state advisory board for participation.

The State Advisory Council for Participation is enshrined in §17 of PartMigG. He advises the Senate on all issues of participation, integration and equal participation of all Berliners with a history of migration.
