The 12 District Advisory Councils for Participation and Integration and the State Advisory Council for Participation are enshrined in the Act to Promote Participation in the Migration Society of the State of Berlin—Participation Act—PartMigg. The PartMigg was passed in its amended version on June 17, 2021 and is also known as the “Open Door Act”. It regulates binding measures to promote diversity in administration and business as well as the political participation of people with a history of migration.
Only with the amended PartMigg will the districts be required to set up advisory boards and provide funds for the advisory board office. They are legally enshrined in §19 PartMigg. The advisory boards are intended to advise and support the district in all questions of the participation, integration and equal participation of people with a history of migration. PartMigg is also strengthening the networking of district advisory boards with each other and with the State Advisory Council for Participation.
The State Advisory Council for Participation is enshrined in §17 of PartMigg. He advises the Senate on all questions of the participation, integration and equal participation of all Berliners with a history of migration. More information on the election and composition of the State Advisory Council can be found on the Senate Administration website: https://www.berlin.de/lb/intmig/themen/partizipationsbeirat/
